A former Kentucky Justice Cabinet secretary and ex-state lawmaker was arrested recently and charged with rape.

 

Former Kentucky Justice Cabinet Secretary John Tilley turned himself into authorities early last week after an arrest citation was issued for him in connection with a rape accusation.

John Tilley, who is 53 years old, and is also a longtime attorney, served as state public safety cabinet secretary and justice from 2015 to 2019. The arrest citation lists John Tilley as a current resident of Oldham County, KY., just outside of Louisville. 

The arrest citation against John Tilley says he assaulted and had sex with a woman in a downtown Lexington, KY. hotel room on April 15, 2022; when she was heavily intoxicated, could not and was unable to consent. Even though the alleged rape occurred on April 15, John Tilley was not detained on the charge until Monday, August 9, according to the arrest citation. 

John Tilley turned himself in on Monday morning. August 8, just after 9:00 A.M., to police in Lexington, and he appeared in court on Tuesday morning, August 9, for an arraignment after he was charged with the first-degree rape offense. The night before John Tilley’s arraignment and several hours after he was taken into custody, John Tilley posted a $25,000 full cash bond late Monday evening from the Lexington – Fayette  County Detention Center, according to Fayette County court documents.

John Tilley’s attorneys said the former state lawmaker is working with authorities and is not guilty of the charges.

“Mr. Tilley maintains his innocence of any criminal wrongdoing and has fully cooperated in the investigation,” attorneys Christopher Spedding and Steve Schroering said, according to the  Lexington Herald-Leader. “He respects the court process and will have no further comment at this time.”

As a state lawmaker, John Tilley, who was and still is an attorney, served five terms as a Democratic state lawmaker, as a representative of the western Kentucky city of Hopkinsville, which is in Christian County, and he served as chairman of the Kentucky House Judiciary Committee. 

John Tilley became a justice and cabinet secretary under former Republican Kentucky Governor Matt Bevin. He served in that capacity during the entirety of the Bevin four year administration.

During his time on the state’s public safety cabinet, John Tilley spoke out against the backlog of untested rape kits that often delayed rape investigations and trials.

“The survivors of sexual assault should never have to endure the uncertainty of another backlog,” John Tilley said about the backlog in 2017 according to WDRB-TV.

John Tilley also In his capacity as justice secretary, sounded the alarm on inmate overcrowding in Kentucky’s prisons and jails.

“The answer is not to build more prison space, the answer is to lower our prison population,” John Tilley said

The case remains under investigation by detectives of the Lexington Police Department.

    In the Cosby case the women kept coming back night after night after the first incident. In the Olympic gymnists case the gold metal seekers came back to rapist Dr. for years. Whats up with this? Gold metals and movie offers? Someone educate me. Im confused.(not really)

    I think this is crazy why is Kentucky putting innocent men in jail my son is incarcerated in Madison for raping a minor now they have no evidence it’s all documented that she was not touched but yet and still he’s in jail I have no faith in your government or your system
