LAWRENCE GRAND JURY RETURNS INDICTMENTS SEPT 9

LOUISA, Ky. — The Lawrence County Grand Jury met on September 9 and returned indictments including fleeing/evading Officer Teddy Newsome and wanton endangerment on Officer Teddy Newsome and Deputies Dwayne Bowen and Tyler Laney.

Steven Messer committed the offense of fleeing/evading in the first degree by knowingly and unlawfully disregarding signals and commands to stop given by Officer Teddy Newsome with the Louisa Police Department with the intent to flee, avoid or elude his arrest. Steven also committed the offense of wanton endangerment in the first degree by knowingly and unlawfully engaging in conduct which creates substantial danger of death or serious physical injury to another person, namely Officer Teddy Newsome with the Louisa Police Department, Deputies Dwayne Bowen and Tyler Laney with the Lawrence County Sheriff’s Department, while acting within the official capacity of the office, the GJ said..

Commonwealth vs. Liss Bowen

The Grand Jury charges that on or before May 21, 2021, in Lawrence County, Ky the above named defendant:

1. Liss Bowen committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
2. Liss Bowen committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of needles and altered smoking pipes.

Commonwealth vs. Winfred Scott

The Grand Jury charges that on or before May 27, 2021, in Lawrence County, Ky the above named defendant:

1. Windred Scott committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Fentanyl.
2. Winfred Scott committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of syringes.

Commonwealth vs. Lonnie B. Burgess

The Grand Jury charges that on or before April 22, 2021, in Lawrence County, Ky the above named defendant:

1. Lonnie B. Burgess committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, LSD.
2. Lonnie B. Burgess committed the offense of assault in the third degree by knowingly and unlawfully physically assaulting or attempting to assault Officer Teddy Newsome with the Louisa Police Department, while acting in the capacity of his office.
3. Lonne B. Burgess committed the offense of operating a motor vehicle under the influence of alcohol/drugs in the first offense within ten years.

Commonwealth vs. Ryan Marcum

The Grand Jury charges that on or before May 22, 2021, in Lawrence County, Ky the above named defendant:

1. Ryan Marcum acting alone or in complicity with Steven Messer committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
2. Ryan Marcum acting alone or in complicity with Steven Messer committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of altered smoking pipes.

The Grand Jury charges that on or before May 22, 2021, in Lawrence County, Ky the above named defendant:

1. Steven Messer acting alone or in complicity with Ryan Marcum committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
2. Steven Messer acting alone or in complicity with Ryan Marcum  committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of altered smoking pipes.
3. Steven Messer committed the offense of fleeing/evading in the first degree by knowingly and unlawfully disregarding signals and commands to stop given by Officer Teddy Newsome with the Louisa Police Department with the intent to flee, avoid or elude his arrest.
4. Steven Messer committed the offense of wanton endangerment in the first degree by knowingly and unlawfully engaging in conduct which creates substantial danger of death or serious physical injury to another person, namely Officer Teddy Newsome with the Louisa Police Department, Deputies Dwayne Bowen and Tyler Laney with the Lawrence County Sheriff’s Department, while acting within the official capacity of the office.
5. Steven Messer committed the violation of one headlight by operating a motor vehicle upon a Ky roadway without proper headlamps.

Commonwealth vs. Shelly Triplett

The Grand Jury charges that on or before April 10, 2021, in Lawrence County, Ky the above named defendant:

1. Shelly Triplett acting alone or in complicity Travis Lay committed the offense of tampering with physical evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that she believed would be used against her in an official proceeding.
2. Shelly Triplettt acting alone or in complicity with Travis Lay committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
3. Shelly Triplett acting alone or in complicity with Travis Lay committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of a syringe.

Commonwealth vs. Travis Lay

The Grand Jury charges that on or before April 10, 2021, in Lawrence County, Ky the above named defendant:

1. Travis Lay acting alone or in complicity Shelly Triplett committed the offense of tampering with physical evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding.
2. Travis Lay  acting alone or in complicity with Shelly Triplett committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
3. Travis Lay acting alone or in complicity with Shelly Triplett committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of a syringe.
4. Travis Lay, having been charged in the instant indictment with the above felony counts, is now being charged as a persistent felony offender in the first degree.

Commonwealth vs. Jamie McCoy

The Grand Jury charges that on or before July 5, 2021, in Lawrence County, Ky the above named defendant:

1. Jamie McCoy acting alone or in complicity with Kyle Harless committed the offense of burglary in the third degree by knowingly and unlawfully entering and remaining in Walmart of Louisa, after having been banned from the property on June 15, 2020, with the intent to commit the crime of theft therein.

Commonwealth vs. Kyle Harless 

The Grand Jury charges that on or before July 5, 2021, in Lawrence County, Ky the above named defendant:

1. Kyle Harless acting alone or in complicity with Jamie McCoy  committed the offense of burglary in the third degree by knowingly and unlawfully entering and remaining in Walmart of Louisa, after having been banned from the property on June 15, 2020, with the intent to commit the crime of theft therein.
2. Kyle Harless, having been charged in the instant indictment with the above felony counts, is now being charged as a persistent felony offender in the second  degree.

Commonwealth vs. Anthony Fletcher

The Grand Jury charges that on or before August 25, 2021, in Lawrence County, Ky the above named defendant:

1. Anthony Fletcher committed the offense of possession of a handgun by a convicted felon by possession a Taurus Brand .9mm caliber handgun after having been previously convicted of a felony by the U.S. Federal Court.

Commonwealth vs. William Blackburn

The Grand Jury charges that on or before June 1, 2021, in Lawrence County, Ky the above named defendant:

1. William Blackburn committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully trafficking in a controlled substance, namely Methamphetamine.

Commonwealth vs. Danny J. Messer

The Grand Jury charges that on or before July 22 2021, in Lawrence County, Ky the above named defendant:

1. Danny J. Messer committed the offense of possession in a controlled substance in the first degree by knowingly and unlawfully possession  in a controlled substance, namely Methamphetamine.

Commonwealth vs. Jason Hodge 

The Grand Jury charges that on or before June 19, 2021, in Lawrence County, Ky the above named defendant:

1. Jason Hodge committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of approximately 7 grams of Methamphetamine in multiple baggies and $802.00 in cash monies a controlled substance with the intent to traffick in that controlled substance or by trafficking in a controlled substance, Methamphetamine.

Commonwealth vs. Clement Eldrigde

The Grand Jury charges that on or before April 4, 2021, in Lawrence County, Ky the above named defendant:

1. Clement Eldridge committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
2. Clement Eldridge committed the offense of possession of a prescription controlled substance not in the proper container by knowingly and unlawfully being in possession of Neurontin without it being in the properly administered container.
3. Clement Eldrige committed the violation of inadequate silencer (muffler) by knowingly and unlawfully operating a motor vehicle upon a Ky roadway without a proper silencer/muffler.

Commonwealth vs. David Michael Ferguson 

The Grand Jury charges that on or before February 26, 2021, in Lawrence County, Ky the above named defendant:

1. David Michael Ferguson committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of approximately 7 grams of Methamphetamine in multiple baggies and $1,353.26 in cash monies.
2. David Michael Ferguson having been charged in the above stated felony counts is now being charged as a persistent felony offender in the second degree.
3. David Michael Ferguson committed the offense of tampering with physical evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding.
4. David Michael Ferguson committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of two glass pipes.
