LAWRENCE COUNTY ARREST LIST – DECEMBER 1-5, 2016

14 ARRESTS IN THE FIRST FIVE DAYS OF DECEMBER IN THE COUNTY, STICKY FINGER ARREST CONTINUE TO MOUNT UP, HALF OF ARRESTS FOR SHOPLIFTING.


WHILE ARRESTS REMAINED AT THE USUAL PACE FOR THE RECENT NORMAL WEEKLY AVERAGE FOR THE SURROUNDING COUNTIES, THE NUMBER OF ARRESTS IN LAWRENCE COUNTY SPIKED SIGNIFICANTLY ABOVE THEIR RECENT WEEKLY AVERAGE FOR THE FIRST FIVE DAYS OF DECEMBER, BASICALLY DOUBLING THE USUAL ARREST COUNT AND ACCOUNTING FOR EXACTLY A QUARTER OF INDIVIDUALS LODGED IN THE BIG SANDY REGIONAL DETENTION CENTER FROM THURSDAY DECEMBER 1 THRU MONDAY DECEMBER 5.

THE AVERAGE WEEKLY ARREST NUMBER PORTION FROM LAWRENCE COUNTY AT THE REGIONAL JAIL IS USUALLY 10% TO 15% OF TOTAL ARRESTS

THE BIG SANDY REGIONAL DETENTION CENTER ONCE AGAIN WAS AT OVER-CAPACITY IN REGARDS TO THE NUMBER OF INMATES IT CAN HOUSE AT ITS FACILITY THIS PAST WEEKEND. THE JAIL WAS DESIGNED TO HOLD 225 INMATES. AT ONE POINT THIS PAST WEEKEND THE NUMBER WAS AT 240 INMATES. THAT NUMBER WENT DOWN TO AROUND 215 AT THE BEGINNING OF THE WEEK WITH BOND HEARINGS ON MONDAY AND TUESDAY, BUT HAS GONE BACK UP IN THE PAST DAY, AND IS NOW NEARING FULL CAPACITY AGAIN, AT 223 INMATES AS OF 5:00 A.M. WEDNESDAY DECEMBER 7.

From 12:01 A.M., December 1, 2016 to 11:59 P.M., December 5, 2016; 56 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 56 arrested individuals brought to the Big Sandy Regional Detention Center in the last 5 days, 14 were from Lawrence County.

From 12:01 A.M., November 25, 2016 to 11:59 P.M., November 30, 2016; 60 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 60 arrested individuals brought to the Big Sandy Regional Detention Center in that 6 day period, 9 were from Lawrence County.

The number of people booked each day from December 1 thru December 5 at the Big Sandy Regional Detention Center in Paintsville was as the following: THURSDAY-DECEMBER 1: 10, FRIDAY-DECEMBER 2: 22, SATURDAY-DECEMBER 3: SEVEN, SUNDAY-DECEMBER 4: EIGHT, MONDAY-DECEMBER 5: NINE.

Those fourteen individuals arrested in Lawrence County in the past five days are the following:

Joseph Kevin MarcumJoseph Kevin Marcum, 40, of Louisa, was arrested on December 1, at 1:17 P.M., by deputy Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with: • VIOLATION OF A KENTUCKY EPO/DVO

Marcum was arrested three days earlier, on November 28, at 1:51 P.M., also by deputy Chuck Jackson, and was charged with: • DOMESTIC ABUSE – DUTIES OF LAW ENFORCEMENT.

 

 

 

Mable HolmanMable Holman, 49, of Crum, West Virginia; was arrested on December 1, 2016, at 7:10 P.M., by an officer of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER $500.

 

 

 

 

Carl MarcumCarl Marcum, 28, of Louisa; was arrested on December 1, 2016, at 7:21 P.M., by patrolman officer Steven Wilburn, of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER $500, • POSSESSION OF MARIJUANA, • CARRYING A CONCEALED WEAPON.

 

 

 

 

 

Eric SartinEric Sartin, 20, of Kermit, West Virginia; was arrested on December 2, 2016, at 1:42 A.M., by chief deputy Mark Wheeler, of the Lawrence County Sheriff Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE.

 

 

 

 

 

Carl MarcumElmer L. Marcum Jr., 34, of Genoa, West Virginia; turned himself in December 2, 2016 at 5:24 P.M., to the Lawrence County Sheriff Department to serve a guilty plea weekend jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

 

 

 

Rebecca PinsonRebecca Pinson, 40, of Louisa, was arrested on December 2, 2016, at 5:53 P.M., by patrolman officer Jordan Miller, of the Louisa Police Department, and was charged with: • FAILURE TO APPEAR, • NON PAYMENT OF FINES, • THEFT BY UNLAWFUL TAKING OR DISPOSITION UNDER SHOPLIFTING $500, • CRIMINAL TRESPASSING-3RD DEGREE.

 

 

 

 

 

 

Nickolas B. VaughnNickolas B Vaughn, 18, of Louisa, was arrested on December 2, 2016, at 6:02 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • SPEEDING 26 MPH OR > SPEED LIMIT, • RECKLESS DRIVING.

 

 

 

 

 

 

Edwin FordEdwin Ford, 40, of Louisa; was arrested on December 2, 2016, at 6:07 P.M., by an officer of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION UNDER SHOPLIFTING $500.

 

 

 

 

 

Roy FanninRoy Fannin, 45, of South Point, Ohio; was arrested on December 2, 2016, at 10:07 P.M., by chief deputy Mark Wheeler, of the Lawrence County Sheriff Department, and was charged with: • FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.

 

 

 

 

 

Bill SpauldingBill Spalding, 49, of Grove City, Ohio; was arrested on December 3, 2016, at 2:50 P.M., by patrolman officer Steven Wilburnof the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER $500, • DRUG PARAPHERNALIA – BUY/POSSESS, • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED.

 

 

 

 

 

Samantha J. NicholsSamantha J. Nichols, 27, of Lovely, Kentucky; was arrested on December 3, 2016, at 3:09 P.M., by patrolman officer Steven Wilburn of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER $500, • DRUG PARAPHERNALIA – BUY/POSSESS, • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED.

 

 

 

 

Stephanie M. FletcherStephanie M. Fletcher, 34, of Louisa, was arrested on December 4, at 2:53 A.M., by deputy Mack Wilhite, of the Lawrence County Sheriff Department, and was charged with: • OPERATING ON SUSPENDED OR REVOKED OPERATOR LICENSE, • LEAVING SCENE OF ACCIDENT-FAILURE TO RENDER AID OR ASSISTANCE, • OPERATING MOTOR VEHICLE UNDER/ INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE.

 

 

 

 

Chad GreenChad Green, 31, of Blaine, Kentucky; was arrested on December 5, 2016, at 11:00 A.M., by chief deputy Mark Wheeler, of the Lawrence County Sheriff Department, and was charged with: • ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.

 

 

 

 

 

Jacqueline WestJacqueline West, 35, of Louisa, was arrested on December 5, 2016, at 9:35 P.M., by patrolman officer Julius Musick of the Louisa Police Department, and was charged with:• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING $500 OR MORE BUT UNDER/$10,000
